As a small community, Woodway does not have its own planning staff. Since 1998, Madrona has functioned as the Town Planner. In this capacity, Madrona has reviewed a variety of land use applications, has prepared ordinances, revised codes, facilitated SEPA and Shoreline review, served as staff to the Planning Commission and provided land use guidance to the Mayor and Town Council.

Woodway is a small, mature residential town located on the Puget Sound between two much larger cities (Edmonds and Shoreline). This location provides community members with diverse shopping and service opportunities which are not available within the town. However, Woodway's location can also have an adverse affect on it's beloved quiet residential character due to the risk of increasing impacts from surrounding development.

In preparing the Comprehensive Plan for Woodway, Madrona worked with the community to identify the most important determinants of the Town's special character. When these determinant were identified, a series of goals were crafted to ensure new development within the Town was supportive of existing community character.

In addition, the Comprehensive Plan acknowledges that Woodway can't remain isolated from its neighboring communities, and should proactively participate in land use planning processes for adjacent areas.
